Excessive monitoring may constitute power harassment ("invasion of personal domain," Art. 30-2) and privacy invasion (personality rights under Constitution Art. 13). MHLW's telework guidelines (2021) require consideration of worker privacy. Constant camera-on requirements may be disproportionate, and punishing slow chat replies can constitute psychological pressure. Report to internal harassment consultation, then Labor Standards Office or lawyer.
