Q. After moving out of a rental after 8 years, I was charged ¥300,000 for full wallpaper replacement. Isn't wear and tear considered?

A.

After 8 years, wallpaper has zero residual value. Normal wear is the landlord's cost. You can reject the ¥300K charge.

Per MLIT's Restoration Guidelines, normal wear and tear is the landlord's responsibility. Wallpaper has a 6-year useful life; after 8 years, residual value is essentially zero. Charging full replacement for normal use is unjustified. Tenants only pay for intentional/negligent damage (smoking stains, pet damage), reduced by depreciation. The ¥300K charge is likely rejectable. Pursue deposit return (Art. 622-2) via small claims court.
