Per MLIT's Restoration Guidelines, normal wear and tear is the landlord's responsibility. Wallpaper has a 6-year useful life; after 8 years, residual value is essentially zero. Charging full replacement for normal use is unjustified. Tenants only pay for intentional/negligent damage (smoking stains, pet damage), reduced by depreciation. The ¥300K charge is likely rejectable. Pursue deposit return (Art. 622-2) via small claims court.
