Spec changes beyond the original scope require new agreement and justify additional fees. Under contract for work (Art. 632), you're not obligated to accept unilateral changes. Key: document each change with agreed additional costs in writing, maintain a change log, and even without agreement, claim under management of affairs (Art. 697) or unjust enrichment (Art. 703). Include change management processes in contracts per METI's model contract.
